Destilled emtions are not only used to install a passive into an amulet. In fact they can be used to anoint Waystones to add additional modifiers to the Waystone.
Caution
They do not only bringt a benefit, e.g. increased rarity of items found, but also increasing the damage and defenses of the monster in the map.
Why anoint a Waystone?
That's a way to farm Delirium Splinters on maps that have no Delirium Mirrors in them. If you have attempted a map but failed to complete it you can also get at least some more benefits on this map.
